A FORMAL investigation is to be conducted into last year's government rescues of Scotland's top banks.
The Financial Standards Agency (FSA) has asked four major audit firms to make bids to help compile a report on bail-outs of the Royal Bank of Scotland (RBS) and Halifax Bank of Scotland (HBOS) last year.

Hmm, would suggest there is name there to which responsibility can be attached.

Did the FSA collect many documents on HBOS ?
From FOI - " 22,000 electronic documents in relation to HBOS." and "12,000 Pages of paper only documents"
Hmm, lots of evidence, but no action ?
How well was the Edinburgh FSA Office involved since
they were only a matter of miles away from the HQ ?
From FOI - "Supervision of RBS and HBOS is managed by teams in London so the Edinburgh teams would not have completed any 'investigations' on RBS and HBOS."
Well that does not sound too efficient having another massively centralized London quango managed a major financial centre hundreds of miles away whilst there is a local office. The question is it incompetence or a deliberate set up by the Brown one ?
How will Brown make the massively London centralized quango that is FSA more efficient ?
Give them more money apparently - "The FSA with a budget of £323 million is asking for an increase of £117 million."
Hmm, does not sound like the right approach. Of course now Brown's scorched earth policy to destroy the financial sector in Scotland is in full swing perhaps they can just close down the FSA Edinburgh office as it will not longer be needed, and it clearly was just some puppet for show in any case.
